Episode Description:

On February 17th the Joint Standing Committee on Criminal Justice and Public Safety heard testimony for and against LD 1611, An Act to Ensure Humane Treatment of Prisoners. There were many authorities on mental illness, particularly on mental illness in prisons who testified for LD 1611. There were also many clergy who had worked with both criminals and the mentally ill. All agreed that prolonged isolation was counter-productive to any rehabilitation of inmates and that mental illness was exacerbated in most cases. All agreed that solitary confinement, segregation, special prisoner management (SMU) or by any other name one chose to call it, was torture of the most damaging kind. The Department of Corrections Commissioner, a past prison warden from Maine State Prison said that this draconian method of punishment was necessary to make the corrections officer's job safer. Those who testified against LD 1611, were either presently or in the past associated with the prison system. Even the Joint Standing Committee appeared to be biased in favor of a prison system they were supposed to be overseeing all along.
