On September 27, 2016, UMass Boston’s McCormack Graduate School of Policy and Global Studies, WBUR, and The Boston Globe hosted a debate on ballot question 1: which proposes a change to the state's casino law that would allow the state's Gaming Commission to award a second slots parlor license.
Bangor, Maine City Councilor David Nealley represented "Horse Racing Jobs And Education Committee," the group behind the ballot question, run by developer Eugene McCain. Nealley previously worked on an initiative to turn the Bangor Historic Track into the Hollywood Casino Bangor.
Celeste Ribeiro Myers, chair of the Committee for Responsible and Sustainable Economic Development, represented the opposing view on ballot question 1.
